One Southern Indiana reaches a huge milestone: 200 projects in 15 years 


Economic development sets record pace set in 2021 in capital investment and new jobs.

NEW ALBANY, IND. (January 19, 2022) — One Southern Indiana ended 2021 with its 200th economic development announcement, thanks in large part to the red-hot pace of new projects finalized during the year.  The fourteen projects announced over the course of 2021 alone added up to a total capital investment in southern Indiana of well over half a billion dollars.  

Just as impactful are the new jobs being created.  As these projects are completed, the region will add as many as 2,111 new positions, the vast majority of which pay well above the average wage in the region, for total additional estimated payroll in excess of $118 million annually.

“One of the most telling things about this,” noted One Southern Indiana Executive Vice President Matt Hall, “is that the vast majority of new capital investment comes from existing companies expanding their footprint here.  That says they’re finding the workforce, infrastructure, amenities and business climate they need to succeed, all here in southern Indiana.”

Wendy Dant Chesser, president and CEO of One Southern Indiana, concurred.  “Our mix of projects from both existing businesses and new additions to the region tells me that we’re doing a lot of things right.  Nearly half of the job growth we’ll see from these projects comes from our existing companies choosing to grow right here.  The other half comes from companies who have become aware of our reputation as a business-friendly region with a strong focus on quality of life.  The recent news that we were awarded the maximum $50 million READI grant from the state only reinforces that.”   

Laurie Kemp, who serves on One Southern Indiana’s board of directors and chairs its Economic Development Council, also sees strength in the array of industries those projects represent.  “This year alone, we were able to announce expansion by or attraction of companies in industries from liquor, labels, logistics and digital communications to manufacturing of precision components, automotive interior components, automotive structural supports and parts, and much more.  That speaks volumes about our mix of logistic ease, infrastructure, talent and more.” 

The totals for 2021 include the largest project in One Southern Indiana’s 15-year history in terms of capital investment (over $400 million) and a tie for the largest in terms of job creation (1,000).  At the very end of the year, yet another project was announced, bringing the total for the organization to 201 projects since its founding.

Cimtech, Inc. Plans Expansion of Operations in New Albany, Ind.

New Albany, Ind. (February 18, 2022) – Southern Indiana continues to be an excellent region for commerce, as Cimtech, Inc. announced its intention to expand its corporate headquarters at 325 Park East Boulevard in New Albany.  The company plans to invest $2.3 million over the next ten years in equipment and property improvements.  The project will increase their building footprint by 13,900 square feet while increasing the number of production positions by five over the next several years.  These will be quality positions with compensation above the average for Floyd County.

Sazerac Company Announces New Clark County Project

$408 million Phase I investment to result in over 360 new Hoosier jobs

CLARK COUNTY, Ind. (December 22, 2021)

Southern Indiana continues its streak of blockbuster economic development news as Sazerac Company, a distilled spirits producer and bottler, announced its intention to substantially expand its presence in southern Indiana with the construction of an expansive new facility in Clark County.  With a capital investment of approximately $408,468,000, the new facility will be built on 1,400 undeveloped acres at 12200 Highway 62 in Charlestown. 

The site, yet to be named, will result in up to 369 new full-time positions over five years, paying well above the average Clark County wage, including both hourly skilled labor and salaried support staff.

“This is an incredibly exciting project for us,” said Jeff Conder, vice president of manufacturing, Sazerac. “The State of Indiana, the Clark County Council, the Clark County Commissioners and One Southern Indiana have been amazing strategic partners through this process.  We’re thrilled to increase our manufacturing footprint and our workforce with steady, good paying jobs, with wages at or above the Clark County average.”

Pending approval by the Indiana Economic Development Corporation (IEDC) board of directors, the IEDC will commit an investment in Sazerac of Indiana LLC (parent of Northwest Ordinance Distilling) of up to $3.5 million in the form of incentive-based tax credits over a 10-year period based on the company’s job creation plans and up to $3 million in redevelopment tax credits based on the company’s investment plans. These tax credits are performance-based, meaning the company is eligible to claim credits once employees are hired and investments are made. 

The Clark County Council and Clark County Commissioners are scheduled to vote on final approval of the company’s local incentives today, with the project contingent upon approval.

Mike Fulkerson tapped to head the program as Small Business Navigator

Small businesses in Indiana, from startups to established businesses, now have a new ally as they continue to adapt and grow in these challenging times. One Southern Indiana (1si) and the Indiana Small Business Development Center (ISBDC) have announced a joint Small Business Navigator Program, tapping Mike Fulkerson of southern Indiana as the program’s first Small Business Navigator / Business Advisor.

Under the new program, Fulkerson will consult with clients to help them as they launch new businesses or grow existing small businesses in Southeast Indiana. He will also develop, grow and maintain The ONE Fund, the 1si-sponsored small business lending program; secure partners and experts to provide small businesses with the knowledge they need to succeed, and oversee workshops and training that facilitate the combined goals of 1si and the ISBDC.

“This position connects with my passion for helping businesses grow and become sustainable,” said Fulkerson. “I look forward to working with area entrepreneurs, managers, and business experts to support our vibrant and growing small business community.”

Fulkerson holds a Bachelor’s degree from Murray State University. He brings to the position 18 years of experience in the consumer packaged goods industry, including Director of Business Development and Partner for Hectare’s Innovations; Director of Business Development for Ale-8-One Bottling Company; Chief Commercial Officer and Partner for Jade Monk, LLC; Chief Operating Officer for Rooibee Red Tea Company; Grocery Category Manager for Earth Fare Supermarkets and more. He is an Honorary Member of the Kentucky Colonels and a board member of STEAM Exchange, a nonprofit helping inner-city youth excel at science, technology, engineering and math using art as a catalyst for learning.

Southern Indiana continues to be a magnet for business, as Vsimple announced its intention to relocate its corporate headquarters to a facility at 318 East Fourth St. downtown New Albany. The company plans to invest more than $1.8 million in improvements, lease payments, equipment, hardware and software. The move will create 70 full-time, salaried positions by 2025, with a focus on research and development, sales and marketing, and customer success. These are high-paying positions with compensation well above the average wage for Floyd County.

The company will also request $120,000 in training grants to be considered by the New Albany Redevelopment Commission at its meeting on November 9.

CTDI Plans $19 Million Capital Investment at River Ridge

Project to bring 1,000 new jobs to the region

Jeffersonville, Ind. (September 17, 2021) Communications Test Design, Inc. (CTDI), a leader in the rapidly growing communications, mobility, and consumer devices service industries, announced its intention to open a new location at 400 River Ridge Parkway in Jeffersonville.

The $19.7 million investment will include $4.6 million for building improvements and $15.1 million for new machinery and equipment. The space will provide 702,800 sq. ft. to accommodate the company’s rapid growth. It will result in the addition of up to 1,000 full time employees over five years, paying above Clark County’s average wage.

TG Missouri Corporation Announces $19 Million Expansion Plan

Project could bring 150 new jobs to area

New Albany, Ind. (September 13, 2021) – Toyoda Gosei Co., Ltd., through its subsidiary TG Missouri Corporation, announced its intention to expand its Southern Indiana presence with a re-purposed manufacturing facility in New Albany.  TG Missouri Corporation is a global leader in producing a wide range of products for a comfortable vehicle interior, including instrument panels, console boxes, exterior products, such as radiator grilles, that have a large impact on vehicle design and safety systems.  The company will also continue to operate its existing facility at 5331 Foundation Boulevard in New Albany.

The expansion includes approximately $19 million of investments for land, building and improvements, as well as new machinery and equipment.  The facility will provide more than 50,000 sq. ft. of manufacturing space and will result in the addition of 150 full time employees over three years, doubling the company’s current Southern Indiana workforce.  TG Missouri Corporation will install forming machines, painting equipment and other equipment in the building located at 5102 Barack Obama Way in New Albany. By expanding the use of the latest energy-saving molding equipment, the facility will carry out efficient and environmentally friendly manufacturing while also further developing Toyoda Gosei’s production network in the key North American market.

The Indiana Economic Development Corporation (IEDC) is offering TG Missouri Corporation up to $900,000 in Economic Development for a Growing Economy (EDGE) tax credits which may be certified over a period of up to eight years. The IEDC also offered the company a non-refundable tax credit under the Hoosier Business Investment (HBI) Tax Credit program equal to the lesser of 5% of the company’s qualified investment made on or before December 31, 2023 or $400,000.  These incentives are based on the expected creation of 150 net new full-time positions by the year 2023 for eligible Hoosiers.

The company will be seeking real and personal property tax abatements, which allow it to phase in its increased property taxes over time.  The tax abatements offer the company an estimated savings of $400, 697 over the next 10 years.  The New Albany City Council is scheduled to vote on final approval of the company’s local incentives on Thursday, September 16th with the project contingent upon the council’s approval.

EPC – Columbia, Inc. Announces $7 Million Expansion Plan

Injection molding company adding up to 60 new positions

Scottsburg, Ind. (Sept. 10, 2021) – Engineered Plastic Components – Columbia, Inc. (EPC), a leader in the manufacture of plastic injection molded products with 17 locations in ten states, announced its intention to expand its southern Indiana plant at 640 N. Wilson Road, Scottsburg, Indiana.

The $7.3 million expansion will include $1.6 million in building lease payments and $5.7 million for new machinery and equipment.  The project will add 60 new full-time employees while also potentially hiring many of the 200 full-time employees formerly employed by Viking Plastics, the previous company, within the next five years.

“We’re pleased to increase our presence in Southern Indiana,” said Reza Kargarzadeh, EPC President and CEO. “This expansion will provide additional production capacity to meet the increased demand we are experiencing from our customers in the automotive industry.  The State of Indiana, the City of Scottsburg, and One Southern Indiana are to be commended for fostering a climate that is conducive to business.  We’re excited to add to our existing workforce with steady, good paying positions.”

Based on the company’s employment and new job creation plans, the Indiana Economic Development Corporation (IEDC) committed an investment of up to $2.5 million in the form of incentive-based tax credits. These tax credits are performance-based, meaning the company is eligible to claim incentives once employees are rehired and Hoosiers are hired for new positions.

“Today’s announcement reinforces the continued positive economic momentum happening in Indiana,” said Jim Staton, SVP and chief business development officer for the IEDC. “We are encouraged by EPC – Columbia’s decision to invest in Indiana and appreciate their commitment to providing quality career opportunities for Hoosiers in southern Indiana.”

The company is seeking a personal property tax abatement, which allows it to phase in its increased property taxes over time.  The tax abatement would offer the company an estimated savings of $214,354 over the next five years.  The Scottsburg City Council is scheduled to vote on final approval of the company’s local incentive in September with the project contingent upon the council’s approval.

Northwest Ordinance Distilling Announces Nearly $49 Million Expansion Plan

Expansion projected to bring up to 50 new jobs to area

NEW ALBANY, IND. (August 13, 2021) Northwest Ordinance Distilling, a distilled spirits bottling facility, announced its intention to again expand its production facility in New Albany, Ind.  The facility, located at 707 Pillsbury Lane, was purchased in June of 2018 and is the former General Mills Pillsbury plant, which closed in 2016.

The $48.7 million expansion will include $9.3 million in building improvements and $39.4 million in four new processing and bottling lines.  The expansion will better allow the company to meet market demand and will result in the addition of 50 full time employees over three years.   This latest expansion follows a $39.5 million expansion in 2020 that resulted in the addition of 50 full time employees.

The Indiana Economic Development Corporation (IEDC) offered Sazerac of Indiana LLC (parent of Northwest Ordinance Distilling) up to $525,000 in conditional tax credits based on the company’s job creation plans. These incentives are performance-based, meaning the company is eligible to claim incentives once Hoosiers are hired.

Last year, Northwest Ordinance Distilling stepped up in the fight against COVID-19 producing hand sanitizer for some of the world’s largest organizations in the healthcare, government, military, retail, distribution, airline, pharmacy and banking industries.  In addition, the company played a part in the donation of thousands of N95 respirator masks for frontline healthcare workers.

Our Southern Indiana RDA Issues Call for READI Projects

The Our Southern Indiana Regional Development Authority (RDA) has issued a call for projects for communities and non-profits to participate in the Regional Economic Acceleration + Development Initiative (READI) program. The RDA approved the Call For Projects Submission form and the Project Scorecard at their most recent meeting on June 9th. Communities and non-profits are being asked to collaborate with others to submit projects that will have a regional impact.

The READI program was created in the state’s biennial budget during this year’s legislative session and signed into law by Governor Holcomb. The budget allocated $500 million directly to the Indiana Economic Development Corporation (IEDC) to implement and oversee the program. According to the READI information on the IEDC website, the program was created because, “Indiana and its regional communities have an opportunity to accelerate economic resilience and growth and become magnets for the talent Hoosier businesses need to thrive. By developing a collaborative, long-term plan for growth, regional communities throughout the state will have a game plan to invest in their future growth and prosperity, deliberately and thoughtfully.”

Since the legislation was first announced in February, the RDA has been working with community leadership within the region to monitor the legislation and garner support for an RDA application. Upon passage of the legislation, the IEDC has worked with regions around the state to produce guidelines and answer questions regarding the READI program. Currently, the IEDC is looking for regions to collaborate and apply for the available funding. The maximum funding that a region may receive is $50 million.

The READI application is a two-step process. The first step is for the RDA to submit an online form that notifies the IEDC that they are planning to submit an application and provides details regarding the geographical region of the applicant. This step has already been completed. The second step is for the RDA to submit a Regional Development Plan (RDP) on or before August 31, 2021. According to the READI information on the IEDC website, “A regional development plan should outline the region’s vision for its future and articulate the strategies and projects in which it plans to invest to achieve that vision.”

The RDA is made up of five counties in southern Indiana: Clark, Floyd, Jefferson, Scott, and Washington. The RDA Board of Directors consists of 5 members appointed by County Commissioners of the five counties. Chair Dana Huber, stated, “The RDA is asking for communities to think outside of the box, be bold, when developing their projects and working on their application. We also want to see project collaboration both inside and outside of the RDA region.

“This is a once in a generation opportunity for our region to receive a much-needed economic catalyst,” she continued. “To receive project funding of this magnitude we must work together and submit the best regional development plan as possible.” Huber and the other four members of the RDA board: Ken Rush of Floyd County, Kevin Kellems of Jefferson County, Steve Meyer of Scott County, and John Jones of Washington County will be reviewing the applications and intend to include a project list within the submitted Regional Development Plan on August 31.

The Call for Project Submission Form, located on the RDA’s website (https://oursoinrda.org), and ancillary materials are due July 20 at 5:00 pm. “We know this is a short timeline for our communities,” Huber admitted, “but this will ensure that the RDA board members have time to review and grade all submissions based on the published score card. This also allows for us to follow up with submissions to ensure we fully understand the projects.”

The RDA board members are encouraging all communities and non-profits to submit projects. Huber did mention, “submitted projects should emphasize on their regional impact and sustainability.”

The Call for Projects is officially open and available to all communities and non-profits within and surrounding the RDA. The submission forms are due by July 20 at 5:00pm (EST). After the RDA board members have had time to review the submissions, they will select a list of projects to include into the Regional Development Plan. Public support of the plan, along with endorsements and approvals, will be solicited during August before being submitted to the IEDC.

Once a region submits their Regional Development Plan, it may be requested to present to a selection committee in the fall. The current timeline states that if awarded, the RDA will receive notice in December.
